The Health and Safety Executive (HSE) has opened a consultation on proposals to improve the Control of Asbestos Regulations 2012 and the supporting guidance. The aim is to strengthen how asbestos is managed across workplaces and public buildings, helping to protect both workers and building users.
Great Britain has made strong progress in protecting people at work and continues to be recognised for high standards of health and safety. However, asbestos remains one of the most serious and long-term risks to health. The new proposals are designed to build on what already works well and strengthen protection where it is still needed most.
What the consultation covers
The HSE is inviting views from across industry on three main areas:
Ensuring independence in the four-stage clearance process
Proposed changes would make sure that roles involved in the four-stage clearance process remain fully independent and impartial. This will help reduce any remaining risk of exposure to asbestos once removal work has been completed.
Raising the quality of asbestos surveys
The consultation aims to improve guidance and support so that those responsible for managing asbestos have the right information to make informed decisions. The goal is to help duty holders commission reliable, high-quality surveys from competent professionals.
Clarifying Notifiable Non-Licensed Work
The HSE also plans to update guidance to make it clearer what types of work are considered Notifiable Non-Licensed Work (NNLW). This will help everyone involved understand their responsibilities and apply good practice consistently.

Each plays an important role in keeping people safe and ensuring asbestos is properly controlled.
