Understanding the CITB Levy
The CITB Levy is a legal requirement under the Industrial Training Act 1982. If your business operates primarily in construction, or if construction-related activity makes up more than half of your employees’ time, you are required to pay the Levy.
The Levy is calculated on your total wage bill. This includes employees on your payroll as well as CIS subcontractors where you make a CIS deduction.
Funds collected through the Levy are reinvested back into the industry to support training and education that raise standards across construction.
Training Grants Available to Employers
Employers who are registered with CITB and up to date with their Levy payments are able to claim training grants. These grants cover a wide range of construction-related courses, including:
- Health and Safety Awareness (HSA)
- Site Supervision Safety Training Scheme (SSSTS)
- Site Management Safety Training Scheme (SMSTS)
- PASMA and IPAF for working at height
- Abrasive Wheels and Confined Spaces
- Asbestos Awareness
The amount that can be claimed back is determined by the duration and content of each course. There are 3 payment tiers: £60, £140 or £240 per person.
All grants are available for approved courses that meet recognised industry standards.
The CITB Employer Network
For many businesses, the simplest way to access funding is through the CITB Employer Network. This initiative has been designed to make funding easier to claim and more flexible for employers.
Through this scheme, CITB pays 70 percent of approved training costs and the employer pays the remaining 30 percent. Unlike the grants scheme, there is no fixed list of eligible training. CITB will consider requests on a case-by-case basis, meaning that courses such as first aid and manual handling can also be supported.
Both classroom training and eLearning are eligible. There is no requirement to plan training far in advance, allowing you to book courses as and when they are needed.
According to CITB, 86 percent of employers say the Employer Network makes accessing training simpler. Any size company can take advantage of this scheme provided they are CITB registered and up to date with their Levy payments.
